THE FLOOD LINE THAT BECAME MORE REAL THAN THE WATER

After several years, the category becomes harder to reopen than the data that originally justified it. This is SemanticHardening because the phrase now coordinates multiple systems. Test it by removing the category from the planning code and observing whether land values, permissions and insurance decisions become unstable.
